Notice of Zhejiang Provincial Department of housing and urban rural development on Further Strengthening the quality management of construction materials for construction projects

In order to implement the spirit of the implementation opinions of the general office of Zhejiang Provincial People's Government on improving the quality assurance system and improving the quality of construction projects (zhe Zheng Fa [2020] No. 85), further promote the standardization of project quality and safety, and ensure the quality of construction projects in our province, the notice on strengthening the quality management of construction materials for construction projects is as follows:

1、 Fully understand the importance of building material quality management

Building materials are the basis and guarantee of construction project quality. The use of unqualified building materials will not only affect the normal use function of the project, but also cause hidden dangers of quality and safety, and pose a threat to the safety of people's lives and property. All localities should earnestly implement the policy of "long-term plan and quality first", attach great importance to the quality supervision of building materials, establish and improve the working mechanism, improve working measures, resolutely prevent unqualified building materials from flowing into construction sites, and effectively protect the safety of people's lives and property.

2、 Earnestly implement the main responsibilities of all parties involved in the project

Construction, design, construction, supervision and other project participants, as well as relevant units such as quality inspection institutions, shall establish and improve the quality assurance system, strictly abide by the principle of "inspection before use" of building materials, so as to "who uses, who accepts and who signs" and implement the quality responsibility to the post and person.

（1） The construction unit shall strengthen the quality control of building materials entering the construction site, shall not specify the building materials purchased by the construction unit for the project according to the contract, and shall not express or imply that the construction enterprise uses unqualified building materials. If the construction unit purchases building materials according to the contract, it shall ensure that the building materials meet the requirements of the design documents and the contract, and have a product certificate. The construction unit shall bear corresponding responsibilities for the quality problems of the purchased building materials.

（2） When designing and selecting building materials, the design unit shall indicate the specifications, models, performance and other technical indicators and quality requirements, and the quality requirements must meet the standards prescribed by the state. Except for building materials with special requirements, the design unit shall not designate manufacturers and suppliers.

（3） The construction unit shall establish and improve the quality assurance system for the procurement, mobilization inspection and use of building materials, and establish a traceability mechanism for the use of building materials to ensure that the used building materials meet the engineering design, construction technical standards and contract requirements. The mobilized materials must have product certificate and delivery inspection report. Before use, the registration, inspection, acceptance and approval procedures shall be handled according to the regulations. They can be used only after passing the inspection; Unqualified building materials found shall be marked immediately and returned in time, and shall not be used. Unqualified building materials such as "slimming reinforcement" and "illegal sea sand" are strictly prohibited from being used in the project.

（4） The supervision unit shall strictly implement the witness sampling system, review the quality certification materials of mobilized building materials, conduct on-site witness on the sampling and inspection of building materials, and make witness records. The witness sampling personnel shall be responsible for the representativeness of the sample and the authenticity of the sampling process. Without the signature of the supervising engineer, building materials shall not be used in the project, and the construction unit shall not carry out the construction of the next process.

（5） The quality inspection organization must carry out the inspection in strict accordance with the engineering technical specifications and inspection and test standards, and be responsible for the authenticity and accuracy of the inspection data and inspection report issued by it. When receiving test samples, the sample status, information and unique identification shall be checked. If they do not meet the requirements, they shall be rejected. If any unqualified building materials are found, it shall be reported to the entrusting unit and the local quality supervision organization in time. Those who issue false test reports shall bear corresponding legal liabilities.

3、 Strengthen the quality management of production and use of ready mixed concrete

（1） Ensure the production quality of ready mixed concrete. Ready mixed concrete production enterprises shall establish and improve production management system, product quality assurance system and product quality tracking system to ensure that laboratory personnel, equipment, site and management system continue to meet the professional contracting qualification standards of ready mixed concrete. Strengthen the incoming inspection and quality control of raw materials, establish and improve the raw material procurement management system and raw material use account, and realize the traceability of raw material use. The mix proportion design and production quality control shall be carried out in strict accordance with the requirements of relevant technical standards and supply contracts, and the factory inspection system of ready mixed concrete shall be strictly implemented to ensure the quality of concrete products. When purchasing sand for construction, the source certificate and test certificate of sand shall be checked, and the pre mixed concrete delivery note, factory certificate and chloride ion test certificate shall be provided at the time of delivery. It is strictly prohibited to use unqualified raw materials, and it is strictly prohibited for ready mixed concrete production enterprises to make concrete test blocks instead of users.

（2） Strengthen the quality control of ready mixed concrete construction process. The designer shall design the concrete structure in strict accordance with relevant technical standards according to the design service life of the building project and the environmental category exposed to the concrete structure, and specify the technical indicators of building sand in the design documents according to the regulations. The construction unit shall strictly implement the pre mixed concrete mobilization inspection system, check the pre mixed concrete chloride ion test certificate and inspect the chloride ion content of the pre mixed concrete mixture. The sampling, fabrication, retention, curing and inspection of concrete test pieces shall be carried out in strict accordance with the standards and specifications, and the authenticity and representativeness of concrete test pieces shall be responsible. Concrete pouring and curing shall be carried out in strict accordance with relevant regulations to ensure the construction quality of ready mixed concrete. It is strictly prohibited to add water at will during pumping and pouring, and it is strictly prohibited to use unqualified ready mixed concrete. The supervision unit shall earnestly perform the supervision responsibilities, witness and sign the mobilization inspection of ready mixed concrete mixture and the sampling, fabrication, retention, curing and inspection process of test blocks, and supervise the construction process of ready mixed concrete by the construction unit. The construction unit shall be organized to carry out physical inspection of concrete structures in strict accordance with the requirements of code for acceptance of construction quality of concrete structures (GB50204).

4、 Strengthen the quality supervision and management of building materials

All localities should take strengthening the quality management of mobilized building materials as a basic key work, strengthen the supervision of the use of building materials, strengthen the supervision and management of the quality management of mobilized building materials and the performance of responsibilities of all parties, and strictly enforce credit management and accountability to ensure the quality of construction projects.

（1） Strengthen supervision and inspection. Establish a daily inspection mechanism, carry out special inspection on the quality of building materials at least once a year, increase the frequency and intensity of random inspection and sampling of building materials, and ensure the full coverage of random inspection and sampling of construction projects within the jurisdiction. If unqualified building materials are found, they shall be ordered to return immediately, and relevant materials and clues shall be copied to the market supervision department at the same level in time. If the use of unqualified building materials has caused damage to the project entity, the quality traceability mechanism shall be used to investigate and deal with it in strict accordance with relevant laws and regulations.

（2） Highlight the key points of supervision. Focus on the implementation of the mobilization acceptance system for building materials such as reinforcement, ready mixed concrete, ready mixed mortar, building energy conservation and waterproof coiled materials. It is necessary to strengthen the spot check and sampling of the quality of reinforcement, concrete and sand. The concrete strength of the main stressed parts such as walls, columns, beams and plates shall be sampled according to a certain proportion, and the sampling results shall be included in the inspection archives. Strictly prevent "lean reinforcement", "illegal sea sand" and unqualified ready mixed concrete from being used in construction projects.

（3） Strengthen accountability. For violations of laws and regulations such as using or using unqualified building materials without inspection, the relevant responsible units and persons shall be seriously investigated and punished according to law, and shall be notified as a typical case. We should strengthen credit management, establish and improve the blacklist system of the construction market, and implement joint punishment with relevant departments, so as to form a joint governance situation of "one violation and everywhere restriction".

（4） Digital enabling regulation. Make full use of big data, Internet of things and other technical means to establish and improve the quality responsibility traceability mechanism of building materials and the response processing, information sharing and departmental collaborative processing mechanism of defective building materials products. We should implement the "Internet plus" regulatory mode, explore the construction of supervision platform for building materials and improve the effectiveness of supervision.
